How United Build Partners helps Temecula homeowners
We're not a construction company. United Build Partners is an ADU advisory and contractor-matching service: we start with a free review of your property and goals, help you understand what's realistic for your lot under Temecula's rules, and — when it's a good fit — connect you with up to three contractors in our network suited to your project type and neighborhood. From there, you compare proposals and decide who to work with; the licensed contractor you choose handles the actual design and construction.
ADU rules and permitting in Temecula
Every ADU in California starts from the same statewide floor: ministerial (by-right) approval, at least 16 feet of height, 4-foot side and rear setbacks, and size minimums the city can't undercut. Temecula adds a free pre-approved-plan program and a few local rules worth knowing. Here's what stands out.
What's specific to Temecula
- Free Permit-Ready ADU (PRADU) plans. Temecula offers Permit Ready ADUs — pre-designed plans available free (you still pay submittal and building fees). Where a PRADU fits your lot, it can cut design cost and speed permitting. Our pre-approved plans guide explains how these programs work.
- Short-term rentals are banned — including ADUs. Temecula does not allow short-term rentals (like Airbnb) anywhere in the city, and that includes ADUs and JADUs. Plan your unit for a long-term tenant or family use, not vacation-rental income. Our short-term rental guide covers the broader rules.
- Size is capped at the lesser of 50% or 1,200 sq ft. Temecula limits ADU size to 50% of the existing home or 1,200 square feet, whichever is less — but state law still guarantees at least 850 sq ft (studio/1-bed) or 1,000 sq ft (2+ bed), which overrides a smaller percentage result. Confirm the number for your home.
- A new address is required — request it early. Your ADU needs its own address (your street number plus a unit designation), requested at the city's ADU portal at least 10 days before submittal. It's a small step that's easy to forget and can hold up your application.
- Two submittal tracks. If your ADU meets the by-right criteria, you submit directly to Building & Safety. If it doesn't, you go through Planning first for approval, then to Building & Safety. Knowing which track you're on shapes your timeline.
- Governed by Municipal Code Chapter 17.23. Temecula's ADU and JADU standards live in Chapter 17.23 of the Municipal Code — the reference point when counter guidance and online summaries disagree.
Property and lot considerations
Temecula is a master-planned Riverside County city with wine-country edges — many lots sit in tract neighborhoods with HOAs, and a standard lot is often a good fit for a Permit-Ready ADU plan. An HOA can't override state ADU law (see our HOA guide), but design standards can still apply. A free property review is the fastest way to see what your specific parcel and zone will realistically support; our size & setback calculator is a good first check.
Common ADU types for Temecula homeowners
Detached ADUs, attached ADUs, junior ADUs (JADUs), conversions, and free Permit-Ready plans are all on the table in Temecula. Because short-term rentals aren't allowed, the practical question is which layout best serves a long-term tenant or family member — our which-ADU quiz helps narrow it to your lot and goals.
Cost factors in Temecula
Temecula's free Permit-Ready ADU plans can lower design cost where one fits your lot, and the short-term-rental ban means you're budgeting around long-term rental income rather than nightly rates. The two-track submittal and the advance address request affect timing more than cost. Our cost guide and soft-costs guide frame the full budget.
Financing your Temecula ADU
Most homeowners fund ADU construction through a HELOC, cash-out refinance, a construction loan, or some combination — see our ADU financing overview and loan payment calculator for how each works. Financing options aren't generally city-specific, but a lender may consider your neighborhood and local rents when evaluating projected rental income as qualifying income.

Frequently asked questions
No. Temecula prohibits short-term rentals citywide, and that includes ADUs and JADUs. Your ADU can be a long-term rental or house family, but not a vacation rental. See our short-term rental guide for how California cities handle this.
The city caps ADU size at the lesser of 50% of your existing home or 1,200 square feet. Importantly, California law still guarantees at least 850 square feet for a studio or one-bedroom, or 1,000 square feet for two or more bedrooms — so a small percentage result can't shrink your unit below those floors. Confirm your specific number with Planning.
Yes — Temecula's Permit Ready ADU (PRADU) program offers pre-designed plans for free, though you still pay submittal, plan-check, and building fees. Where a PRADU suits your lot, it can reduce design cost and speed the permit. Our pre-approved plans guide explains the tradeoffs.
